Congress promised to put into effect a scheme that would give women free public transportation in its manifesto for the Karnataka Assembly elections. When Siddaramaiah assumed the position of Chief Minister, the government provided the programme with in principle approval as well as four additional guarantees. The Shakti scheme was set to take effect on 11 June according to a statement made by the Karnataka government in June. From the starting point to the destination, the conductors must deliver the ladies listed on the tickets zero fare tickets and the government will compensate the transportation providers depending on the distance travelled.
