This scholarship was started in the year 2013 by the Department of Health & Family Welfare as an initiative for public health and support. Assam Sneha Sparsha Scheme Details

The Department of Health & Family Welfare, Government of Assam started the Sneha Sparsha to support the treatment of those patients who do not have financial conditions to afford such costly treatments. Sneha Sparsha is literally translated to “The Touch of Love” and through this scheme, the government has undertaken the task of providing unique health care to children below the age of 12 years. The NHM, Assam is responsible for the implementation of this scheme.

This scheme was started by the state government on 12th April 2013 which is celebrated as Assamese New Year. Sneha Sparsha Scheme 2022 was allotted a budget of Rs.5 crores for the financial year 2012-13. Sneha Sparsha is a great public health initiative and the objective of this initiative is to provide specialized treatments like Bone Marrow Transplant, Liver Transplant, Cochlear Implant Kidney Transplant etc. for patients who can afford them.

Implementation of Sneha Sparsha Scheme

The Sneha Sparsha committee will select those cases which require high end special treatment. The committee will verify all the information about the patient and his/her family background. Then, they will submit a list of beneficiaries to NHM to get the funds approved. Such patients usually visit medical colleges in their district for treatment. The complete database of all the beneficiaries is kept by the state authorities of Assam and evaluation is done for respective medical colleges.

After the evaluation is completed, the reports are further sent to Nodal Officer at the GMCH. The treatment of some of the diseases is done in the hospitals of Assam state but, those patients who need critical care are referred to high-tech hospitals with proper facilities for treatment.

Treatment Facility under Sneha Sparsha Scheme

  • Artificial Limb- Those children who are in need of Artificial limb will be provided financial help worth Rs.1 Lakh. If, the specialist considers Motorized Artificial Limb is necessary in that case the beneficiary will be provided help of Rs.2.5 Lakhs.
  • Blood Cancer- The children who are suffering from blood cancer and need chemotherapy will be provided financial assistance up to Rs.1 Lakh.
  • Bone Marrow Transplant- Assam Sneha Sparsha Scheme will offer financial help up to Rs.10 Lakhs for children who need Bone Marrow Transplant which is a standard treatment method in case of Blood cancer and Thalassemia. For this treatment the hospitals outside the state which are equipped for such treatments can be reached out.
  • Cochlear implant- The children who are in need of Cochlear Implant will be provided financial assistance worth Rs.5.35 Lakhs if the beneficiary belongs to BPL category. The APL category patients will be provided Rs.3 Lakhs for the same. The patients can be referred to hospitals outside the state which are equipped for such treatments if required.
  • Kidney Transplant– The children who are in need of Renal treatment will be provided financial assistance worth Rs.3 Lakhs if the beneficiary belongs to BPL category. The APL category patients will be provided Rs.2 Lakhs for the same. The patients can be referred to hospitals outside the state which are equipped for such treatments, if required.
  • Liver Transplant– The children who are in need of Liver Treatment will be provided financial assistance worth Rs.16 Lakhs if the beneficiary belongs to BPL category. The APL category patients will be provided Rs.10 Lakhs for the same. The patients can be referred to hospitals outside the state with state-of-art facilities for such treatments if required.
  • Neurological Anomalies– Those children who are born with Neurological Anomalies like Spina Bifida and Hydrocephalus will be provided financial help worth Rs.50,000 for investigation, treatment and rehabilitation.
  • Specialized Eye Surgery– Those children who need Specialized Eye Surgery like Posterior Segment Procedure and Retinal Surgery will be provided financial help with Rs.15,000.
  • Thalassemia– Those children who suffer from Thalassemia but are not fit for Bone Marrow Transplant will be provided financial help worth Rs.1 Lakh for other treatments like blood transfusion, Splenectomy other medicinal help.
  • Tumors– Children suffering from other solid tumors and need chemotherapy and radiotherapy will be provided financial help worth Rs.25,000. Patients suffering from cancerous tumors and require surgery will be provided Rs.50,000.

Recommendation of Sneha Sparsha Scheme

The Sneha Sparsha committee is responsible for recommendation of cases that need to be referred to super speciality treatment outside of Assam state or for provided financial help to patients to get treatment in the state hospitals based on the merit of the case. Patients of both group are offered help under Sneha Sparsha Scheme Assam. Most patients who receive treatment under this scheme suffer from Thalassemia or Leukaemia. Each case has an expenditure of Rs.13 Lakhs which can be increased to Rs.19 Lakhs in case of special medication.

Liver Transplant, Kidney Transplant and BMT are the major cases that are covered under this scheme. In case of other diseases, the government offers financial support up to Rs.1 Lakh. The family of the patient are required to submit bills and reports of the patient so the committee can do proper evaluation of the case. The cases which require help above Rs.1 Lakh are handled by NHM.

Eligibility Criteria

The applicants must fulfil following eligibility criteria for this scheme:

  • The applicants of this scheme must be domiciles of Assam state.
  • The applicants belonging to the BPL category will be given priority.
  • The family annual income of the candidate should be less than Rs.2.5 Lakhs.

The parents or guardians of the patient need to submit a valid Income Certificate issued by any competent authorities like Sub-Divisional Officer, Circle Officer, Deputy Commissioner or other government officials.
