About 7.5 crore people will be enrolled under this Cashless Health Scheme Smart Card. Every family in the state will be provided the benefit of the West Bengal Swasthya Sathi Scheme. The Chief Minister says that the central government contributes only 60% of the total amount for the Ayushman Bharat Yojana, but 100% of the cover amount will be given by the state government in this cashless health scheme. The main benefit of the scheme is the smart card which will be given one card to each family and will be used to provide free treatment in all government and private hospitals of West Bengal.

Under the West Bengal Health Scheme, health insurance up to Rs 5 lakh is provided by the West Bengal government to all the beneficiaries. On 27 December 2020, a meeting was held between the health authorities and private hospitals. The rates of treatment under the Swasthya Sathi Scheme have been discussed by the representatives of private hospitals. He is of the opinion that the rates under the Swasti scheme are very low. Government and private healthcare providers have discussed the importance of health insurance plans. Some discussions by the government and private healthcare providers are as follows:
- Some of his concerns have been raised by the private hospital. The first concern of the private hospital was the rate of treatment under the health plan.
- Now the government has been requested by the private hospitals to revise the rates under this scheme because the private hospitals are being told that the rates are very low.
- Treatment costs and reimbursement of treatment patient category were also discussed in the meeting by all these private hospitals.

Features of WB Swasthya Sathi Scheme
This Cashless Health Scheme Smart Card has following features:
- There is no limit on the number and age of family members to avail this Swasthya Sathi Scheme.
- Under this plan, expenses before and after hospitalization will also be included.
- The Swasthya Sathi Scheme will also include medicines, diagnosis and bed charges two days prior to hospitalization. Apart from this, the period of hospitalization and the expenses for 15 days thereafter will be covered.
- Transport expenses will also be given to the patient for hospitalization under the scheme.
- Treatment expenses will be paid at the package rate already decided by the government. The package rate includes all treatment-related expenses. States and Union Territories can also change these expenses up to a limit.
- Under this scheme, the hospitalization of the poor class of patients will be free of cost.
WB Swasthya Sathi Scheme Objective
The objective behind launching this West Bengal Health Scheme is to help the residents of the state by issuing cashless treatment. However, earlier in the year 2016, the Chief Minister of the state of West Bengal introduced the scheme and it covered all secondary and tertiary care per family of the state, up to Rs 5 lakh per annum. But now, it has expanded to cover all the residents of the state of West Bengal irrespective of their economic or backward society status. The health card will be distributed to the female head of families from 1 December 2020.

In this scheme, the most senior female member of the eligible household will be available with the Swasthya Sathi Smart Card. Through the card, any family member will be able to avail health benefits in any private or public government hospitals. There are no specific eligibility criteria for the scheme, as the Swasthya Sathi Scheme is for all families in the state of West Bengal, whether they are economically prosperous or weak. The state government has spent about 2000 crores as annual expenditure on this health scheme. - Only a permanent resident of the state of West Bengal can avail this scheme.
