- Necessary guidelines will be issued to regulate travel in other modes of public transport, eg, buses, boats, etc.
- SOPs are already in place to regulate travel in other transport facilities such as aircraft, trains, and metro rail, which will be strictly enforced.
- The national directive for COVID-19 management will be strictly followed throughout the country.
- To promote COVID-19 appropriate behavior, the State / UT Government will take all necessary measures.
- To regulate congestion in other places, the Ministry of Health and Family Welfare (MoHFW) will issue a SOP, which will be strictly enforced in the states and union territories.
- Wearing a face mask is an essential preventive measure to prevent the spread of COVID, which, to implement, states and UTs may consider administrative functions, such as imposing fines.
- Wearing face masks, hand Sanitizing and strict enforcement of social distinctions should be ensured.
Monitoring and Control
Officials of states and union territories will take the following measures for monitoring and prevention:
- In order to break the chain of transmission and control the spread of the virus, it is necessary to have an effective demarcation of container zones, unstoppable and high incidence zones. In this regard, the zone officials will carefully demarcate the container zone at the micro level, keeping in mind the guidelines set by the Ministry of Health and Family Welfare (MoHFW).
- The concerned District Collectors and States / UTs will notify the list of their container zones on the website and will also share the list with MoHFW.
- Prevention measures, as prescribed by MoHFW, within delimited containers, shall be examined as follows:
- Only necessary activities will be allowed in the Containment Zone.
- Strict perimeter control will be done in these areas to prevent the movement of others outside the area, except for services like medical emergencies and essential goods supply, etc.
- Monitoring teams will be formed which will conduct intensive door-to-door monitoring.
- The test will be done according to a defined protocol.
- A list will be made of all the people who came into contact with the positive person.
- Listing of contacts will be done with respect to all individuals found positive with their tracking, identification, quarantine, and follow-up of contacts for 14 days (80% of contacts detected in 72 hours).
- Accelerated isolation treatment of COVID-19 patients will be ensured in hospitals or homes (subject to meeting home isolation guidelines).
- The clinical intervention will be administered, as prescribed.
- Through health facilities or outreach mobile units or fever clinics in the buffer zone, ILI / SARI cases will be monitored.
- In communities, awareness on COVID-19 appropriate behavior will be created.
- It will be the responsibility of the local district, police, and municipal officials to ensure strict compliance with the prescribed container measures. On any incident in this regard, the authorities concerned will have to accountability to the State / UT Government.
Permitted and Prohibited Activities
The following duties are prohibited and permitted in respect of SOPs prescribed by the authorities concerned:
- All activities outside container activities are permitted, except for the following, which are permitted with some restrictions:
- Worldwide air travel of travellers, as allowed by MHA.
- Cinema halls and theaters with capacity up to 50%.
- Swimming pool, for training of sports persons only.
- Exhibition hall, for business-to-business (B2B) purposes only.
- Social / religious / sports / entertainment / educational / cultural / religious gathering, up to a maximum of 50% of the capacity of the hall, with a roof of 200 people in shut spaces; And in open spaces, mulling over the size of the field/area. However, based on their assessment of the situation, states / UTs may reduce the ceiling to 100 persons or less in closed spaces.

- The OpenAPI facility will allow organizations and employees to return to work in a COVID 19 risk-free environment.
- District officials can advise individuals to install the Arogya Setu application on compatible mobile phones and regularly update their health status on the app. This will facilitate timely provision of medical attention to those individuals who are at risk.
Punishment for breaking guidelines

- These guidelines issued under the Disaster Management Act, 2005 will not weaken the State / UT Governments in any manner.
