The scheme was launched by the Finance Minister of the state of Assam on 7 February 2017. This was a major and important program to provide proper facilities to all the youth of the state of Assam. Swami Vivekananda Assam Youth Empowerment Scheme

Assam Swami Vivekananda Youth Empowerment Scheme was originally launched in the year 2017, but now the scheme has been resumed by the Assam State Finance Minister. 1000 crores have been finalized in this scheme for the youth of Assam State. About 2 lakh youth of the state will be benefited through this scheme.

The state government will provide Rs 50000 to each beneficiary through this scheme. Around 7000 beneficiaries were included in the year 2017 and 18 government schemes. In the year 2019, about 1,500 people were inducted by the government. Through this scheme, the youth of the state can easily start their own business, so that the youth will not have to wander for jobs.

Assam Swami Vivekananda Assam Youth Empowerment Scheme Redesigned

On 20 January 2021, the redirected Assam Swami Vivekananda Youth Empowerment Scheme of the state government was launched by Chief Minister Sarbananda Sonowal and Finance Minister Dr. Himanta Biswa Sarma. Under this scheme, financial assistance of Rs 50,000 will be provided to 2 lakh beneficiaries of the state.

This financial assistance will be provided to self-help groups of 5 to 20 members. The announcement was made at a function in Kumar Bhaskar Burman area, Aminagaon. Entrepreneurship skills will be developed with the help of RE-SVAYEM scheme. In future also all the eligible groups will be provided other facilities in different areas.

  • Eligible groups such as PWD, irrigation, water resources etc. will be registered under the departments. Through these groups, work can also be done for small scale industries in rural areas. The RE-SVAYEM scheme has been redesigned to develop an entrepreneurial oriented ecosystem. With the help of this scheme, local industries and rural economy will be developed.
  • RE-SVAYEM will provide financial support to take up new business ventures or expand an existing business. 50000 rupees will be provided by each eligible selected group in two parts.
  • Financial assistance will be provided to Self Help Groups, Joint Liability Groups, Farmers Producer Organizations, Cluster Level SPV / Federation consisting of 5 to 20 members under RE-SVAYEM Scheme.

Re-SVAYEM Debuts in Dima Hasao and Tinsukia District

Under the Swami Vivekananda Assam Youth Empowerment scheme, 1000 beneficiaries will be benefited in the first phase of Dima Hasao district and 643 beneficiaries in the second phase. In the first instalment, Rs 30000 will be provided under the RE-SVAYEM scheme and in the second instalment Rs 20000 will be provided. In a program organized on 24 January 2021, financial assistance of Rs 30000 has been provided to five beneficiaries.

The total amount sanctioned under the rescheduled scheme for Dima Hasao district is Rs 5 crore. Through this scheme, appropriate employment opportunities will be created in both rural and urban areas in the state. With the help of the scheme, unemployed youth will get new businesses and existing businesses will also get a chance to expand. Through this scheme, youth can engage themselves in income generating tasks like productive, trade, service sector etc.

Swami Vivekananda Assam Youth Empowerment Scheme was resumed on 21 January 2021 in Tinsukia district. The scheme has been launched in a centralized program which was held at Gol Chandra Ravi Chandra Natya Mandir in Tinsukia. On this occasion, the beneficiaries of the budding Swami Vivekananda Assam Youth Empowerment Scheme were also present. In Tinsukia district, 14,021 people will be benefited.

Objective of Swami Vivekananda Assam Youth Empowerment Scheme

The main objective of starting this scheme is to provide fair employment opportunities to the people of Assam state. Through the Swami Vivekananda Assam Youth Empowerment Scheme, the ruler, as well as the urban areas of the state of Assam, will create many employment opportunities. Unemployment in the state will be eliminated through this opportunity.

New businesses and enterprises will be able to establish and growing enterprises will be able to grow their value. People will get financial support so that they can invest their funds in micro and small businesses. More and more people will encourage them to participate in manufacturing and trade. The income level will increase the traditional artisans of the state of Assam.

A provision has been made by the government to provide Rs 50000 to each of the beneficiaries participating in Assam Youth Empowerment Scheme. Appropriate measures will be provided so that all people can develop their individual businesses. Small and regional businesses will provide appropriate facilities so that they can increase their sales and provide a wide range of products in the country. The exposure will provide for all small and regional artisans in the state of Assam. People will be able to adopt small activities and make them big through their investments and appropriate financial funds.

Financial Assistance Provided

  • First, the state government will request all private, public and rural banks to provide assistance under this scheme.
  • The state government will provide Rs 1 lakh to new entrepreneurs.
  • Up to 200,000 will be provided for existing entrepreneurs.
  • The beneficiary will pay only 25% of the total cost
  • Banks will be free to lend
  • If Rs 100000 is taken as a loan by the beneficiary, then Rs 25000 will be given by the beneficiary himself.
  • A subsidy of Rs 20000 will be provided on a loan of 1 lakh rupees
  • 200 crore rupees will be allocated by the government under this scheme.

Institutional and Implementation Provision

The provision of institutional and implementation under this scheme is given as follows-

  • The nodal department to implement the scheme is the Department of Industry and Commerce.
  • The scheme will be implemented by the District Industries and Commerce Centre of the state.
  • Private banks, public banks and regional rural banks will be the lead agency in the scheme.
  • A memorandum will be executed by all banks to implement the scheme.

Procedure Regarding Bank Finance

The procedure related to banks under this scheme is as follows –

  • The bank will donate around 55% of the project cost under the scheme.
  • Capital expenditure will also be supported by the bank through loans.
  • Working capital will also be provided by the bank.
  • It is mandatory for the beneficiary to deposit 25% of the project cost after the loan in the bank.
  • After receipt of subsidy, the loan amount will be released by the bank.

Interest Rate and Repayment Schedule

The interest rate and repayment schedule in this scheme are as follows –

  • The interest rate will be charged as per the guidelines issued by the Reserve Bank of India.
  • The repayment schedule will be between 3 and 7 years after the last moratorium.
  • The final postponement will be described by the financial institution.

Approval Process

  • Advertisements will be done in various districts of the state.
  • All applications will be invited through these advertisements.
  • Beneficiaries will have to submit their application at the district level.
  • The concerned authority will accept applications through the online process.
  • Once the application is submitted, it will be scrutinized by the General Manager of the District Level Committee.
  • Application will be examined by the committee.
  • Confirmed applications will be suggested to the bank.
  • Final decision will be taken by the bank itself.
  • Loan will be issued in 5 working days after the proposal is selected
  • Bank will then submit a margin money subsidy proposal against the borrower.

Eligibility Criteria for Swami Vivekananda Assam Youth Empowerment Scheme

To avail this scheme, you have to fulfil the given eligibility criteria as follows-

  • Those who want to apply under this scheme are required to be native of Assam state.
  • Applicant must be over 18 years of age to apply under the scheme.
  • There is no income limit for availing assistance under this scheme.
  • The individual beneficiary should have the skills, experience, knowledge, etc., that can lead to income-generating activities.
  • The beneficiary should have at least educational qualification of class standard.
  • The beneficiary receiving skill development training will get preference.
  • A beneficiary should not be a defaulter of any loan.
  • If the information presented by the beneficiary is later found to be incorrect, action will be taken against the beneficiary including cancellation of the loan, recovery of amount in the form of Bakijai and blacklisting for future benefits under any government scheme.
  • PMEGP beneficiaries of the last 5 years will not be eligible to apply under the scheme.
