Odisha government has launched Odisha Mukta Scheme or Mukhyamantri Karma Tatpara Abhiyan for employment opportunities for the urban poor. Odisha Mukta Yojana is an initiative to provide employment in urban areas. CM Naveen Patnaik plans to change the existing wage employment initiative, which was launched into a full-fledged scheme during the Covid-19 lockdown. Through Odisha Mukta Scheme 2022, about 4.5 lakh urban poor families will be provided permanent livelihood opportunities.

The Odisha Mukta Scheme aims to achieve sustainable livelihood opportunities for about 4.5 lakh urban poor families. The scheme aims at the relative success of the Urban Wage Employment Initiative, which was launched during the Covid-19 lockdown in April last year. This initiative helped informal workforce in 114 urban local bodies of the state. Under the initiative, around Rs 100 crore was allocated for all labour-intensive projects in urban local bodies in the state to provide temporary employment to the urban poor.

According to the Urban Development Department under Odisha Mukhyamantri Karma Tatpara Abhiyan, in the last 9 months, more than 6,000 projects have been completed under the Urban Pay Employment Initiative. Through this initiative, an expenditure of Rs 70 crore was incurred and 13 lakh man-days were generated. At least 3.5 lakh workers, 40 percent of whom were women, participated in the initiative. To build on the success of the initiative, the department has now planned to make it a complete plan, called Mukhamantri Karma Tatpara Abhiyan.

Objectives of Odisha Mukta Scheme

Odisha Mukta Scheme and robust welfare schemes will build legislations and technical interventions (like GIS database) and convert and integrate their own funds and resources with larger on-going welfare schemes. The objective of Odisha Mukta Scheme is on the following points: –

  • This Mukhyamantri Karma Tatpara Abhiyan has been launched with the objective of reducing the livelihood vulnerabilities of the urban poor including migrant laborers and informal workers.
  • The scheme has been launched to strengthen the economic empowerment of urban informal workers, especially women informal workers.
  • Odisha Mukta Scheme has been launched for participation and empowerment of women self-help groups and slum development associations.
  • It is an urban equivalent of the National Rural Employment Guarantee Scheme (NREGS). The salaries of the working workers will be transferred to their bank account through Direct Benefit Transfer (DBT) mode.

Repairing Storm Water Drains

Odisha receives high rainfall in the short run during the monsoon, repairing storm drains to prevent local flooding and will be a major component of the repair program. Poor people in urban areas will be made to conserve rainwater, prevent floods and beautify the urban areas of the state, so that the citizens living in the city will not have to face trouble

Building Rainwater Harvesting Structures

A number of rainwaters harvesting structures will be constructed for water conservation and recharge of ground water sources and natural ponds and reservoirs, so that the water that is flooded will be easily discharged. After this, the citizens residing in the city will not have to face any kind of trouble and the flood water will also not cause problems to the citizens.

Developing New Water Bodies / Public Parks / Playgrounds

According to Odisha Mukta Scheme, new water bodies, public parks and playgrounds will be developed based on local requirements and availability of land. All these developments will be taken together, which will have adequate tracking, adequate lighting, drinking water, toilets, garbage cans and plenty of greenery. Existing ponds and plantation drives on public ponds, roads and river banks are envisaged to clean water hyacinth.

Capacity in Strengthening Community Organizations

The scheme will increase resilience in cities by strengthening the capabilities of community organizations of the urban poor to execute the activities of Mukhyamantri Karma Tatpara Abhiyan. Through this scheme the capacities of community organizations will be strengthened by reducing the economic weaknesses of the urban poor and creating climate-resilient assets.

The Odisha Mukta Scheme is expected to create community assets worth over Rs 150 crore, mainly in the form of Parchaya Centers and Mission Shakti Griha. The resources of the development schemes running through this scheme will be combined with innovative approach and technology. In addition, projects and institutions created under Mukhyamantri Karma Tatapara Abhiyan will contribute to building resilience in communities.

By protecting the livelihood needs and rights of the urban poor. Using innovative technology, appropriate implementation approaches and community reinforcements, the plan will prove to be uniquely safe, flexible and sustainable. The Odisha Mukta Scheme is expected to generate more than 35 lakh man-days per year.

Inspiration from Similar Employment Schemes in Other States

In April 2019, the Kamal Nath government in Madhya Pradesh started a similar employment scheme called Mukhyamantri Yuva Swabhimaan Yojana. This CM Rozgar Yojana was for the youth of urban areas who guaranteed 100 days of employment to the youth every year. However, the scheme was not very successful, as only 3 percent of urban youth in Madhya Pradesh were offered 100 days of employment under the State Job Guarantee Scheme, they received a stipend in the next 6 months.

In June 2020, the Hemant Soren government in Jharkhand launched a 100-day employment scheme for urban unskilled workers, called the Mukhamantri Shramik (Shahar Rojgar Manjuri for Kamgar) scheme. Many citizens of Jharkhand got employment through this scheme, which will not hamper the livelihood of the citizens.

Government of Odisha Measures for Informal Sector Workers

The Odisha Mukta Scheme for the urban poor is the latest among a series of measures by the ruling BJD government to woo informal workers in Odisha state cities. Last month, according to the Odisha Urban Housing Mission by the Odisha State Government, 1.39 lakh housing houses for urban homeless were approved in 114 cities and towns of Odisha.
